At this point the parallels with the American experience in Vietnam are ominous. In the early 1960s the United States had about 15,000 military advisors in South Vietnam. Fearing that the South Vietnamese government was too weak and its army too incompetent to keep North Vietnam at bay, Lyndon Johnson decided to escalate the war. Between 1965, when Johnson first deployed ground troops, and 1974 when the United States abandoned Vietnam, the United States and its South Vietnamese allies killed roughly one million North Vietnamese civilians and military personnel – nearly one in every fifteen North Vietnamese citizens. [...] By sending thousands more troops to the Middle East, Trump is also increasing the risk of American casualties. The war on terror has already been costly in human terms. To date almost 7,000 Americans have died and over 30,000 have been wounded in Iraq and Afghanistan since 2001. Despite the fact that American forces are serving in advisory and support roles rather than combat roles, none of the places they’re going are safe. [...] Worst of all, Trump’s escalation lacks a clear strategic rationale and risks putting the United States on the path to endless war for little gain. The risk of terrorism, though real, is far too modest to justify a more aggressive campaign of military intervention. Since 9/11, neither Al Qaeda nor ISIS have managed to conduct a successful attack against the American homeland. Instead, it has been American citizens or lone wolves who have carried the few successful attacks that have occurred. Military intervention abroad does nothing to prevent more of those attacks in the future.

MCMAHON: Well, good morning, everyone, and welcome to this Council on Foreign Relations on-the-record conference call on the crisis in Qatar. I am Robert McMahon, managing editor of CFR.org, and I’m going to be presiding over this call. [...] But at any rate, I do think if you kind of think about this crisis in a long span of the Middle East crisis—I mean, in the ’50s, ’60s, ‘70s, ’80s, ’90s and so on—I suspect at some point there’ll be some effort toward mediation and some compromise by both sides. This is the way squabbles are usually settled. This to me seems to be a more pronounced crisis, and more acute in all its dimensions, but I’m not sure it’s really susceptible to that traditional Arab diplomacy. This is not the first time two Arab countries have had a spat. As Steven knows, in the past there have been mergers between countries, divorces between countries. So I suspect at some point you may see a great degree of mediation effort. And that mediation effort may not solve the crisis, but in some cases it may mitigate [...] Now, with the obvious huge caveat that the Trump administration has not exactly shown itself capable yet of nuanced diplomacy. And arguable Trump’s actions have inflamed the crisis rather than helped to resolve them. And if the United States is just going to take a position—or at least the commander in chief of the United States is just going to take the position that is totally going with one side rather than the other, then there’s not a lot of place to produce that mediating outcome.

Are the Operational Effects or Strategic Meaning of a Novel Capability Mutually Understood? The literature on escalation also offers insight for planners incorporating novel or diverse military capa-bilities from different domains. The lack of shared understanding about emerging capabilities increases the risk that novel activities will lead to unintended escalation, especially when they represent an asym-metrical, cross-domain response. Escalation is commonly conceptualized as a ladder, with specific actions assigned to different rungs and arranged in ascending order of intensity. Depending on the actions it takes, the United States can, theoretically, control how far and how quickly it climbs or descends. To do so, however, it must be able to perceive the placement of specific rungs—and [...] Escalation often changes the balance between friendly and adversary forces. The United States may have advantages or disadvantages relative to adversaries in particular regions or types of confrontations—such as in peacetime competition in the South China Sea or cyber activities—but the bal-ance between the United States and adversaries will shift as the intensity of activity rises to crisis or con-flict. Military interactions are inherently unpredict-able, and it is impossible for decisionmakers to know with certainty how forces will perform at different intensities of competition or conflict.8 However, when one party is believed to have an advantage at a higher intensity of conflict—escalation dominance— the other party is likely to have a strong disincentive to pursue more-escalatory [...] to have a strong disincentive to pursue more-escalatory activities. The ultimate authority to determine if and how the U.S. military will escalate lies with the President and, when ordered by the President, the Secretary of Defense. ## The current financial crisis The current financial crisis has been the greatest downturn since the Great Depression. The crisis began with a housing bubble that burst in 2007. This expansion and dramatic collapse of housing prices are illustrated in Fig. 10. The S&P/Case-Shiller Home Price Index, which shows a dramatic increase from 2003 to 2006, dropped over 25% from the middle of 2006 to the end of 2009. Historic eruptions in national parks range from the largest eruption in the 20th century (the 1912 eruption of Katmai-Novarupta in Katmai National Park in Alaska) to relatively quiet emissions of lava flows in Hawai‘i Volcanoes National Park that people can safely observe with proper precautions and adequate distance. [...] One of the largest eruptions of the Holocene formed Aniakchak Crater 3,660 ± 70 years ago. This caldera-forming eruption ranked at 6 (Colossal) on the Volcanic Explosivity Index (VEI) scale. It produced widespread ash fall deposits, pyroclastic flow deposits that are up to 300 ft (100 m) thick, and the approximately 6-mile (10-km) wide caldera. Volcanic activity began in the Aniakchak region about 850,000 years ago. At least 20 explosive eruptions occurred during the Holocene prior to the caldera-forming Anaikchak II eruption. One of these eruptions, Aniakchak I, was also a 6 (Colossal) on the VEI, and may have also formed a caldera. [...] Post-caldera magmatic eruptions produced four lava domes, two composite cones, and a cinder cone. Phreatomagmatic eruptions formed two maars and three tuff cones (tuff cones are taller and steeper than tuff rings). The most recent eruption at Aniakchak occurred between May and June 1931. A Cataclysmic (VEI 4) eruption formed features known as Main Crater and Doublet Crater, as well the Slag Heap lava flow in the southwestern part of the caldera. The 1931 eruption was one of the largest historic eruptions documented in Alaska.

In February 2026, a series of severe storms—named Kristin, Leonardo, and Marta—battered the Iberian Peninsula, bringing prolonged and heavy rainfall that triggered widespread flooding across the region, particularly Spain and Portugal. The copious rain quickly saturated soils and forced rivers and reservoirs to overflow. The impacts were most extreme in southern Spain, where localized rainfall totals exceeded 200–400 mm within a single 24-hour period, leading devastating flash floods, landslides and extensive infrastructure damage. France experienced a record-wet February since 1959, exceeding the previous 1970 record. [...] Mongolia experienced a severe snowstorm on February 21 that brought heavy snow, strong winds, and temperatures as low as –48°C. The extreme weather paralyzed parts of the country, blocking roads and killing thousands of livestock. One of the most infamous hacks of all time is the 2017 breach of Equifax, a major credit reporting agency. The attackers had gained unauthorized access to certain Equifax data files. The Equifax breach began in May of 2017, but the company didn't learn about it until July and it didn't tell the public about it until September. Investigators found that Equifax failed to use multifactor authentication and even used the username and password admin for one of their portals.
